Introduce a Compulsory Community Service year (CCS Year) for school leavers. Instead of CAO form completion in February of the school leaving year, students complete a Compulsory Community Service form (See Appendix 1) with the help of the school’s Guidance Counsellor. Early school leavers and those in alternative placements can complete the form under the guidance of Education Welfare Officers, Youthreach tutors and other professionals working with early school leavers. The overriding principle is that the young person gives back to their community. Work experience in an area of interest may be a secondary outcome but it is not the focus of the CCS programme. We have some of the finest renewable energy & precipitation sources in the world. We also have some of the mot beautiful scenery in the world. However most of these resorces remain unharvested & when we eventually do start generating from renewable sources our infrastructure is not good enough to make power export a viable option. We could feasably export water but at times we can't even cope with our own water needs. Our beautiful scenery can often be only seen safely by car as we have no footpaths or cycle lanes and the scenery is scared by the proliferation of telephone & electric cables on telegraph poles. We also have a massive human resourse out of work in the construction industry. The Utilities Interlink is proposed to provide a realistic and achievable system to link utilities to all our towns and cities while providing cycle lanes & footpaths. Within each Community where we live and/or work there are assets: skills, hobbies, businesses, spare time, professionals, materials,experience, goodwill, energy, buildings, offices,skills, equipment ,ideas, vision, hobbies which we do not know about and are not recorded. There are also needs: concerns, isolation, lack of resources, inexperience, too much time, lack of skills, training needs which are not known about and are not recorded. My idea would be to record these two groups from people either from working/living community(or both in an area), store them in database unique to that community and match the assets with the needs either web based on virtual database or in an office in the community

Re-set the country to reflect Ireland as it is today The administrative structure that we have operating within Ireland today evolved during our Celtic Tiger years. With the basis of what we regarded as our growth now well and truly gone the old ways and old ideas will not get us out of the mess we find ourselves in today. Possible additional add on’s such as a fancy car, use of a helicopter, clothes etc can also be arranged through sponsorship along with the possibility of further revenue for all involved through some kind of TV real life documentary over the year. Your country your call During the Celtic Tiger years Ireland was among the richest countries in the world. What exactly did that mean? Did you as an individual feel richer? more fulfilled? Happier? It is after all a fundamental objective of the economy to create material wealth. Or, do you think we might have lost the run ourselves, or may even lost a sense of ourselves. In all the noble searching for ideas to stimulate economic growth and employment there is an even more fundamental point that appears to have been missed. That point is a sense of community, a sense of who we are, and where we have come from, and indeed, where we as a society, want to go.
