No such thing as 'Waste': A proposal to use new ways of thinking, social networking, co-operative movements and social entrepreneurship to build a vertically-integrated industry in Ireland using waste materials as a resource. To use a new attitude, a new way of thinking, there is no such thing as ‘waste’ – materials that we may no longer require, do still have value – perhaps in the colour, shape, or intrinsic properties like strength, elasticity, transparency or flexibility. Waste can be re-imagined. Materials can be put to other uses. I can solve the problem that many Irish people have in dealing with non-Irish nationals signing for social welfare and also receiving child benefit or children’s allowance in Ireland. The European Union did not foresee a problem with the free movement of EU members to live and work in each other’s countries. It is now time to review the present situation and discuss how we can overcome our difficulties in sustaining our economy and building a comfortable future under new social and new economic difficulties. Crosaire will address the fundamental issue of Small Business growth in Ireland. There are many such initiatives already in existence in the country, but none of them provides the impetus or prominence which this project proposes. The object is to position Ireland as a “Centre of Excellence” for small-scale business development, attracting entrepreneurs from all over the country and around the world and providing the tools for them to create, develop and establish new businesses. The central element of the proposal is the creation of Small Business Nurseries, with substantial facilities and services available to prospective entrepreneurs, coordinated by a Public/Private Partnership and linked with existing educational and professional organisations to maximise effectiveness. This will have the short-term effect of helping to lift the economy and the long-term effect of providing a stable and sustainable platform for ongoing growth in Ireland.

This proposal would replace a percentage of the weekly jobseeker's allowance with 'Employment Vouchers' which the jobseeker would then 'cash in' by working the appropriate number of hours for an employer, who in turn would be reimbursed by the Government. The benefits of such a scheme would be to A) Allow employers to employ jobseekers for reduced costs, B) Reduce the cost to Government for jobseeker's who do not 'cash in' their vouchers by working. C) Reduce 'black economy' cash payments by employers.
