The mission of The Economic Innovation Recovery Enterprise (EIRE) is to extend the life of the platform Your Country Your Call competition has created, broaden the scope of it and maintain the momentum of this call to action until economic wealth and prosperity are attained and well and truly established in Ireland by creating an entity or working group that will act as a follow-up to the competition.

My proposal is to create the world’s largest database containing anonymous medical history and genetic information for the people of Ireland, and to sell this anonymous information to medical researchers around the world. Like many countries, Ireland is long overdue a switch to digital medical records. The benefits of such a system would be immeasurable including those of cost reduction, portability and accuracy. Yet one very important and understated side usage of such a system is that it would provide Ireland with the ability to provide a massive amount of epidemiological information for it’s patient population. To protect the privacy of the population, strong measures would need to be taken to ensure that it is impossible for individual private health information to be obtained by an undesired source. This proposal suggests that Ireland capitalize on a national spirit of innovation and entrepreneurship and create an Independent Contract Research Services Organization that will offer both R&D services to industry, for Ireland and the EU and provide improved success for commercialization of innovation.
Though it is believed that Ireland has the majority of skills in place to capitalize on bringing technology from inception to market delivery, we lack skills in certain areas that are critical. One of the key opportunities for improvement of technology commercialization is specifically in the area of “Commercialization” and also in “Marketing”. Make Ireland the home of the research and development (R&D) activity. Support the R&D and be perceived as the country where most of the industrial research and innovation. Convince the industries that Ireland is the country where industrial research should be based, the prototypes should be developed, and the new products tested and brought to the market. Communicate to the world that the well developed infrastructure in the country would permit high standards of living for the scientific personnel, the universities would provide high profile staff and the efficiently set up legal and political environment are ideal to develop and to license new products. Basically, offer a stable working environment and high standards of living to those who want to analyse, develop and improve the technologies of the future.

A coastal area of about 1000Sq.KM, mainly of sea, should be designated for native species only. In this coastal area no net fishing should be permitted. Boats with engines should not be allowed. It could be a nursery for fish, shell fish, as well as other kinds of natural marine life. Where the influence of humans causes the area to have compromised sea life, this could be undone and prevented from happening again.
Ireland is lucky to still have relatively pristine coastal/sea areas. How long can this last for with pressures from growth in population and greed? It has been shown in other parts of the world that such protected marine areas provide nurseries for fish which spread into areas which can be fished in.
Such an area could also be a centre for scientific research. Scientists from all over the world would be keen to study such an area, as few, if any other countries in Europe have such an available resource.

My proposal is for a major, innovative overhaul of the health care system in Ireland by drawing upon the best advantages of both a socialistic system such as the HSE or NHS of the UK, and a strongly capitalistic system such as the USA system, while minimizing the disadvantages of both systems. Just as Ireland essentially “trademarked” the low corporate tax rate, giving birth to the Celtic Tiger, Ireland could bring the same radical change of philosophy to health care. In just a few years, Ireland, like the rest of the world, will have a significant increase in citizens over the age of 65 as a percentage of total population. Unfortunately as a fact of nature, as we age, we require more frequent and more costly medical services. Therefore, in the near future, our health care system will become greatly strained. Without question, the time is now to reform our health care system to become more efficient, more cost-effective, and overall more functional. The only question is how?
