An easy opportunity for financial restructuring should be created to allow many people burdened with negative equity and debt to choose to pay an additional 10-15% of tax above each tax threshhold (eg. 30-35% base rate and 50-55% upper rate) going forwards to help them pay their debts, until their personal liabilities are cleared,, so they are taxed in a similar manner to emergency tax until they had paid a specific amount to offset their debts with creditors This could allow heavily indebted people to get on with their lives without placing undue burden accross the rest of the population to pay for their mistakes. This idea is a more efficient way for the Revenue Commissioners to track sales of goods and services accurately where a receipt is normally issued by a vendor. I.E. restaurant, petrol station, taxis and self-employed. The idea wills incentive the customer to ask for a receipt at point of sale. All till rolls will be pre-printed by specially authorised printing company that are tax compliant. All receipts will be printed with a watermark and a Revenue stamp. The idea will eliminate the black market and raise awareness of Tax avoidance in the service industry. An estimated extra €50,000,000 each year could be collected by this easy idea.

Basically what I am proposing is to create a mirco economy that will eventually feed back into the main economy, and help in its recovery. This can be achieved by using a "BOOMERANG TAX" which does exactly as it says. A Tax levy of say 2% is aaplied to every taxpayer BUT they get it back in the form of Employment Vouchers, which (as tthe name suggests), can only be used to employment people. You can use the Emploument Vouchers employing anyone. It does'nt matter if they are already working or if they are in receipt of social welfare payments, you can still employ them as long as they can do the job. The Employment Vouchers could be used to pay for professional services, (Medical, Legal etc) trades (Carpentry, Plumbing etc), getting somone to do odd jobs around the house or garden. My proposal is a system where consumers buying Irish products are rewarded by tax credits or rebate. There would be a labeling system on the products on the lines of the BER labeling. Products could have a FIR (FULLY IRISH RATING) rating in the sales of the product. Where an A labeled product if fully 100% Irish and an E or F labeled product is only 20 or 30 % Irish. The better the rating a product or service gets, the higher the tax credit / rebate for the consumer on purchasing their product or service. If a company uses Irish services for supply and distribution, employees Irish people and uses Irish raw materials then, their products would be rated more favorably and given say an A rating. This would be promoted and marketed to the consumer as being more attractive when a higher tax rebate /credit is given to purchase this product or service . It’s a huge task and the funding for this area has been disproportionately small relative to its significance in both human and financial terms. At least 2,000 premature deaths a year in Ireland are being attributed to obesity, and the cost to the State is estimated at €4 billion per year. And if we didn’t deal with it when we had the money to, then it’s highly unlikely that we’ll borrow now to fund the necessary measures. The fairest and most efficient way to kick start a sufficiently strong long-term flow of finance is to levy a tax on confectionery and fizzy drinks. It is my belief that the Government will introduce a property tax which will effect every private residence in this Country. My proposal is a method of determining how much tax each household should pay. The significance of my proposal is that it gives the house owner an opportunity to effect how mush property tax he/she will have to pay. This will be based on the energy consumption of each house and the following is how I see it working: 1. There will be a three year lead in to the introduction of the property tax. 2.
