The basis of my idea is that Ireland should strive to a target of having zero garbage waste in the country. I believe that in this day and age nothing should have to go into a landfill. To achieve this I believe that the state should build recycling plants throughout the country. The key point of my idea is that people on welfare would be used to work in the recycling plant to sort through the rubbish. This may sound a little extreme but let me briefly explain how I believe this will work. I think that anyone who has been on welfare long term would be required to work for one week in every month in the recycling plant. This should not impact the individuals ability to continue to search for a full time job as the system would allows the individual 3 weeks to do so. I believe that in the week that the individual works in the recycling plant that their welfare payments should be doubled or that they should receive the minimum wage. The aim of this proposal is to show that changing a single fundamental concept of social welfare would cause a ripple effect, resulting in the following benefits to the Irish nation: • Eliminate the need for a minimum wage – Making Ireland a very competitive place for companies to locate to. • Eliminates the “I could earn more by not working” trap – Thus encouraging (and not penalizing) people for joining the workforce. • Eliminate the need for a minimum age to receive state pension – In fact this proposal would make the concept of state pension redundant.

I believe that you should work for your unemployment benefit. Want I mean by this is that you have to do a few hours of work in the week for some various voluntary organisations, (charitable/ Sports) and public sector. This would only be a few hours as the person that is unemployed still needs time to look for their aspired job. If the person does not fur fill their required hours their unemployment benefit would be reduce accordantly. Ideally the unemployed person does unemployment work similar to their previous employment, qualification or skill. E.g. plumber fixes a leek in public building. I can solve the problem that many Irish people have in dealing with non-Irish nationals signing for social welfare and also receiving child benefit or children’s allowance in Ireland. The European Union did not foresee a problem with the free movement of EU members to live and work in each other’s countries. It is now time to review the present situation and discuss how we can overcome our difficulties in sustaining our economy and building a comfortable future under new social and new economic difficulties. This proposal aims to empower our nation again through a joint venture scheme between the Department of Social and Family Affairs and the Department of Enterprise, Trade and Employment. The scheme will aim to deliver jobs to the unemployed on the ground locally. This will be done by using the extensive enterprise network that is already in existence in Ireland by getting all the industries more active in the network to create jobs and bring Irish business closer together. My proposal is to modify the present Welfare system. Instead of 'Signing On,' Jobseekers 'Sign Up' to a national community scheme that pays people to use their expertise, talents and skills for the benefit of their communities.

The government should issue a personalised Laser card, similar to the 3v card offered by permenant TSB, to control the payment of social welfare benefits to claimants. Utilising current banking techonology , Chip And Pin, would be crucial to the success of this, and should be made available by the current banking infrastructure. This card would be strictly controlled and based on the owners PPS number or another unique identifier. This would be used to ensure individuals would be unable to register for more than one card. Once issued with this card, all of the owners social welfare payments, Dole, Children allowance, disability etc will be automatically credited to this card .
